Vietnamese Prime Minister Le Minh Hung called on international businesses and partners to move beyond investment in factories toward joint research, technological development and higher-value economic activities, speaking at the Autumn Economic Forum in Ho Chi Minh City on October 28.

He set out four priorities for international cooperation. The first was closer partnerships between multinational corporations, Vietnamese businesses and local authorities, with a focus on research and development in artificial intelligence, semiconductors and advanced materials.

The second priority was training workers for digital and high-technology industries. The prime minister invited the World Economic Forum and its partners to contribute to programmes that help domestic businesses absorb and apply new technologies.

Third, he proposed controlled testing arrangements for emerging technologies, including AI and new energy systems, to support practical deployment while managing associated risks. The fourth priority was attracting medium- and long-term financing for infrastructure, energy, the green transition and innovation, including through international financial centres in Ho Chi Minh City and Da Nang.

Vietnam is targeting average annual economic growth of at least 10% over 2026–2030. The prime minister argued that achieving that ambition would require productivity improvements and stronger domestic firms, rather than relying on investment inflows alone.

He also called for identifiable government contact points, project roadmaps and responsible agencies to follow through on feasible proposals. These measures were presented as policy directions at the forum, not as signed contracts or guaranteed financing.

The forum, taking place from October 26 to 29, brings together officials, companies and researchers to discuss new growth sectors and international partnerships. The speech adds detail to Vietnam's development strategy but leaves the funding and implementation of individual initiatives for subsequent decisions.
